ESTEEM depends exclusively on donations for its operation. It is simply organized, consisting of 4 basic committees and 12 regional representatives for rapid dissemination of information. Because of the sprawling size of the state, most expenses involve mailings and telephone calls which often require the use of personal contributions to meet the cost. The revenues obtained by requesting donations for publications or videos have been the chief financial mainstays, but these are unsteady and unpredictable. Lack of funds has made it impossible to seek tax-exempt status, which in turn disqualifies the group to seek private grants. It nevertheless continues to grow "on a wing and a prayer."
